You may not have enough money to build, or your demand levels may be negative, or your desirability may be poor, or etc. There is not enough information in this snapshot. You should include the mayor panel on any such shot, and close in on the trouble spot.

Why do you have all those power pylons? They cost money, and I don't see why you have them. If that's a missle base in the NW corner, you must be running short of funds.

Does this city have any place for Sims to work? You won't build if there are no jobs.

I have to agree about the power towers. Those are not needed. Also, are the taxes too high? If you have a very high tax rate, people will not build. It looks like you have commercial zones, so that should spur residential. Also, do you have schools? If you don't, there will be no building. What about the crime rate? High crime will yield no residents. I also see (barely) you have public transit lines. Do you have stations going into the residential zones. Also, your zones are kind of HUGE. Sims don't like to walk that far. And like Moose said, what about your funding? If you don't have enough money, I recommend taking out a loan or several. Or cheat and get some coffers. If you plan everything right, you should be turning a profit.
