I'm looking into why this error is recurring.

You little friend is running around in the works. You'll have to pull each of the plugs out of the program board and see if he is mashed across the contacts.

I am currently getting this error when attempting to download anything with no other current downloads in progress. Earlier this evening I was having no troubles.

Using Firefox 9.0.1 in Ubuntu 11.10.

Cleared cookies and cache, logged out, restarted browser. This did not fix anything.

Don't know if this is related, but I was getting a lot of Error 500s and "Site Down for Maintenance" messages.

i think this problem has something to do with download managers... the software establishes multiple connections with the website to download the same file, like 5 or 8 simultaneous connections... and im guessing there is a limit of 3 or 5 simultaneous downloads by the server per person... this results in an error... (this is not a definite diagnosis, im just guessing)

I have had this problem in the past. However, we have switched to broadband (about a month ago) and the problem has not recurred. It seems that it is either a dial-up-only problem or broadband speeds are too great for the error to occur. Not sure if this will help but I thought I should share.

I have pretty much always had my Internet provided by my cable company for the last 10 years, and I have never had this problem. The TV cable has a reserved channel for Internet and other uses and is effectively broadband running faster than my 100MHz Ethernet card can handle. I have never used wireless systems because I don't see the sense of the extra expense when everything I do is satisfactory.

The problem has usually shown up with DSL, dial-up, and WiFi connections.

@A Nonny Moose: Its interesting that you mention WiFi because it is a WiFi router we have. However, our PC is linked directly to the router via USB (something was retarding the PC's rate over the air) and as I mentioned we have had no recurrence of the download problem.

I've also run into this problem, running the latest Firefox. Cleaning cookies and cache would not fix the issue. Using a remote computer, however, did work, which makes me believe the site is filtering by IP and somehow failing to decrement its concurrent downloads counter when one completes.

In addition, I have been getting frequent problems with the site and I believe they may be related. I am getting periodic error 500 pages (in this case, server over capacity errors), page load is very slow and five of my downloads are corrupted, so I assume that those five downloads are still considered "active" and thus stop me from downloading anything else.

I can tell you that these errors are not related to my ISP; all other sites load just fine and I have 30Mbps down with excellent latency. Furthermore, the error code that is being cited (#10863) is an Invision PowerBoard error message, which is the software you are currently using. A university or school filter would not cause such errors to pop up. Likewise, the error 500 messages I am seeing are clearly Simtropolis messages (5xx error codes are only sent by the remote server).

All of this makes me believe that the problem might not be so much with the software as it would be with the hardware. If the server is overloaded and thus cannot complete downloads, the software will be unaware said downloads have been stopped and will consider them to be "active". I assume that a periodic reset of the counters is what lets people hop back on after a certain time has elapsed.

Hope this helps!

I've gotten this message the last two days, never had it before. Sometimes I can download ten to 25 mods before I get this message. The weird thing is that I only download one at a time in most cases. The only way I found to fix it is to delete all the stuff I download in one day. But when I have about 50 downloads it gets really annoying. I lost all my files so I'm started from the beginning again and this error is really slowing down my progress.

Update: I just tried to download something again and it works. Sometimes I can't donwload for an hour sometimes up to ten. It makes no sense. Anyways back to downloading one file at a time, hopefully I can get at least 20 before I get this message. It seems to only affect me when I'm downloading BATS.

Well, you see I've never had this happen. I have a hard wired broadband connection, so I start looking outside my box. A recent post, analyzing the server behavior, has led me to believe that this could have more than one cause, but primarily with the server hardware.
