Hardware rendering in Simcity 4 and poor performance

This os a cause of vertical synchronization which can't be disabled on graphics settings in game menu. With vertical synchronization runs the hardware rendering worse than software rendering - scrolling the game is very inconfortable.

Control panel for graphics card (for example Nvidia Control Panel) allows forcing to disable vertical synchronization und then is performance on hardware rendering very better.

Visual effect - similiar as by other games when this synchronization is disabled.

    My specification:

    Intel Pentium Dual-Core E5200 2500@3313MHz

    4 GB RAM DDR2

    NVidia GeForce 9800GT

    1 TB HDD

6000 MB Virtual Memory (fixed amount)

    Vindows Vista 64-bit

For better performance I have disabled vertical synchro by many other games (for ex. Age of Empires 3) but in those games I can do it in game menu under graphics settings.
