my file has been locked?

this file , my first ever upload attempt btw, has become locked.  Am I missing something here?  Can someone please elaborate as to what is going on, I'm a bit clueless as to why my file is no longer available.

Take a look at Cockatoo's comment.

I think he's saying that the cities are rendered, and for uploading; they can't be. They can be an sc4mapper file, or an sc4terraformer file, but it can't be a rendered region.

Yeah, sorry about that. I probably should have explained things a little more thoroughly in my comment - after a while you just expect people to know this stuff.

We don't allow people to upload rendered city files (.sc4 files) to the STEX because they’re just too large and chew through too much of the site's resources when compared to the alternative - as DC said, SC4 mapper, terraformer or greyscale files.

From the STEX Rules:

7. Do not Upload Cities or Items from The Sims Games. We do not have the bandwidth to handle cities, which are very large files and Sims 2 items are beyond the scope of this site.quote>

If you can update your file accordingly, I'll be happy to unlock it for you. Also, if you have any issues like this again, just send myself or another STEX moderator a private message and we'll help you sort things out. Thanks.
