Hi, I’ve got a nice city size of 1 Million and for some reason my Clean Incinerator building stopped functioning and rubbish started to build up in my city, I looked in my plugin folder I found out the file was missing.  So I looked for a new Incinerator and placed it in the city when I noticed the power funding was decreasing with time. So i looked deep in the internet for the same file I lost fount it and placed it in the city but this did not resolve the problem. I looked in the master power budget and found that I have a file missing. Can this be fixed as I don’t want to lose a city of 1 Million?

Do the sliders on the power lots decrease by themselves? If so, this sounds like it could be the Phantom Slider Bug. This happens when different custom 'slider' lots are used in cities and saved at different times. To try to correct the problem you can try deleting all related power lots, let the game run a bit, and save. After that, place the power lots you want to use back into your cities. Yes, this will cause a little havoc in the city being without power, but it should build back up. You'll probably want to make a backup of the region in case this isn't the case.

Do other budget control sliders behave the same way?  Police? Schools? Hospitals?

Well, you don't have the phantom slider bug, then.  This is something new, to me, at least.  When you replaced all your power plants, did you put down the same ones you had before?  If so, you can't be surprised by the result.  Computers under the same conditions always do the same thing.

You will have to test each of your power plant lots in a Sandbox set up to see which one it is.  Create a Sandbox region and open one of the cities.  Drop in one of your plants with some other lots, and see if this happens.  If not, drop in another one, and so on, one at a time until it happens.  You then know which lot it is, and can discontinue it.  It would be courteous to let the author of the lot know what happens.

If you cannot recreate this situation, then it is something else in your city.  In that case, start adding ploppables to the sandbox and review each add until the bug shows up.
