Residential demand plummeted in all neighboring areas

    For the past two weeks I've been more or less fooling around trying to get the hang of the game, making practice cities surrounding my capital.  So now that I have a few mods installed, I recently decided to wipe out all those neighboring cities and start from scratch.  Well now that I've done that, the residential demand everywhere surrounding my capital is as far negative as it could possibly be!  How does that make any sense?  I've got NO MORE room in my capital city, none, zilch, zero.  Everything is high density and my residential demand in my capital city says that people want new homes, but none of its citizens are willing to move to my neighboring areas for a second time.  They moved to adjacent areas quite easily and without hassle the first time, so why not now?

    Check your desirabilty display.  You may have a problem with bombed-out, radioactive areas.
