is it possible to make Canal Mod?

if you Could change the color of the Streettexture and turn the Traffic off.for example.

But wouldnt it be better and easier to make rivers like you make roads ...im not a programmer, but when you could change the texture of a car, you also could change the street texture. Then you have curbs already and dont need to built roads around your Parks ( water). I think a big Problem are the cars, but wouldnt it be Fantastic to change the cars to boats. Then you could built Venice ( a city without Roads and Cars, only boats) !

i have tested the park textures in the link.and it looks like this. I think its ok but its not the perfect solution , cause its looks a little bit like a blue path. So i have used the terraforming tool to make the river deaper.
