Game will not load

Hello

I'm new here, I hope I did this right.

I have tried to contact Focus suport but I get no reply. I downloaded the Cities xl 2011 game from their website. After activating the game with the activation code.  I try to start the game, when it is about one minute into in the loading proses, I hear my computers error sound, and then the following pop's up and ask me if I want to report the problem.

CitiesXL Game Application has encountered a problem and needs to close. We are sorry for the inconvenience,

AppName: citiesxl_2011.exe   AppVer: ModName: d3d9.dll

ModVer 5.3.2600.5512         Offset:00114561

I tried re downloading but it still won't launch I have listed My system info.

My system was just rebuilt, It has Windows xp home. a  500 Wat power source, AMD Phenom II X6,  ATI Radeon HD 4650,  500 gig 7200 rpm hard drive and 4 gigs of what ever the latest ram is called, I am able to run other games just fine.

Can anyone help?
