Garbage by water

I am working on a map that is, essentially a big harbor that has many parts.  In one of the parts, I have a garbage disposal facility, and it has occurred to me that not all of the land areas can reach this part by surface travel over land.

I don't know if this is even faintly possible, but if so, here is what I would like.

Probably using the garbage truck automaton, make it possible to load it on a barge or transfer its cargo to and from a barge.  This will also require a modified seaport or ferry terminal to be a garbage terminal, so the whole thing would probably be a major set.  This should be in addition to the garbage processing already in the game.

There needs to be an affinity for the terminals across the region, not just in a city.  That is, it would work just like the present water transportation system for Sims, except that the barge would carry a few workers (R$), the mate(R$$) and the captain(R$$$).  If qualified personnel were not available in the game, the terminal should remain unavailable.

It might be a good addition to the game to create a shore-side building to train these Sims.  Call it the Maritime College, and site it partially on water.  The college could also train mariners for other ferry duties, and passenger liners as well.  Qualified seamen (graduates) should be eligible to be mates (R$$) and post-grads to be masters (R$$$).  This could develop a whole new Sim subculture.  One of the problems here, of course, is how to distinguish the qualifications of Sims.  There does not appear to be any mechanism to support this, so maybe it is just a daydream.

I actually really like this idea. You might want to pitch this to Pegasus, he makes tons of seaport items (as I'm sure you already know). If I recall a few of his actually had to do with garbage I think.

Peg has made a lot that uses a boat carrying trash, then dumps it off at the end of the city. It is impossible to transport people though.

Yes, it's the PEG CDK3 Garbage Docks, and it seems to do almost all of what A Nonny Moose wants.

it can't transport garbage throughout the city, but it is the closest thing to what you want.

    Well, you have the garbage trucks for the land, but I just want to load them on a barge and move them out.  PEGs dock is most of the solution I am seeking, so I will use it.  Case closed.
