How do i get dirty industry to leave

So im making a city, and of course, dirty is just too pollutive, so i set their taxes to the highest possible and enable the clean town ordanace, and they just wont leave. Sure, im getting good income, but the pollution will get to me later. I have a crazy amount of trees. How can i get them to leave and not come back? Also tips on how to make a good city would be nice. im pretty much at the same for funds and income... i need help.

    Get your education level up (schools, university, museum, library etc...) and try to relocate your high-tech industry away from the pollutive industry

    In the last resort, bulldoze 'em (very satisfying) then change the zoning to commercial.

    Set the Taxes on 20% and Bulldoze them - they wont come back.

    It may be helpful to use your taxes pane to check if there's any dirty manufacturing unit left.

    Sometimes I accidentally left one or two of them behind, and they continue bringing pollution. A little combing when comes to that.

    Demolish them and build something to get rid of the lingering pollution would be your best option.
