Blueprints question

Ok, so, i finally got a copy of the game. Got the money cheat which is great haha now i can focus in just zoning, etc but i wanna try the whole Blueprints thingy.

I know you must have the tokens thingy, for every phase your blueprint needs but i have some questions.

1, Can i just buy the tokes i need?!?! since i have tons of money hehe

2, once i bought the tokens needed, does the blueprint "absorb" them or what?!?! Once i am passed certain phase does that mean i can cancel the deal?!?!?!

or how do you guys do it???
