Hello, I just found a site named "Urbania"  (http://urbania.zzl.org/forum/viewtopic.php?f=5&t=14).  It's still new so not many members have joined. Here's explained what it is actually, with it's plans for the future.

It's for both Cities XL and Simcity!!

 

Urbania is a project we have wanted to launch for a long time. Being a band of some SimCity&CitiesXL mayors and friends, we wanted to build what would not be only a online community, but also a online country with its own rules, virtual government, virtual economy and so on.


It is first of all a single map (you can see it above  2.gif where we may place all our cities. The map will have a certain number of climates, so for example a city located in a mountainous region will have a susbstantially colder climate than a city located on the beachs of the south. You'll have understood it, it is a bit like the late Planet mode of Monte Cristo, —also like the French community Simland, which has been our main inspiration.

Hence we could create links between our cities! For instance, you could twin your city with another, and start exchanging goods. Furthermore, as we will be a micronation, various projects will be launched by the central government, for instance, a project to create natural parks to which every mayor could contribute. The federal capital itself will move frequently, so as to award the most eye-blasting and meritorious city journals. Talking of journal, national newspapers could be launched so as to summarize the activity of the various cities.

But we want to go further: Urbania is a country, so we will all be citizens. It means we will choose our government, with regular elections (every semester could be a good start? Just after the exams period.) We could even choose our form of government: republican, or constitutional monarchy? Unless you'd prefer a people's republic  (Please note that we won't change this form of government every 6 months, or even every 2 years ...) 
The government will have a head (Prime Minister or President), who will chose a certain number of ministers/secretaries to help him in his task. The elections, no matter if they stand every 6 months or another period, will allow different parties to compete for the supreme seat, which, we may suppose, a real platform and a campaign.

(When there is a consequent number of cities, we may create autonomous states within the country, along with separate constitutional bodies (judicial? legislative?).)

Ultimately, Urbania will be a real community! Just imagine all the projects I haven't mentioned, and that you could set forth: an economic and monetary system; setting up the history and the geography of the country; RolePlay meetings with others mayors (in The Sims?) ... it's a little bit hackneyed to say that, but, "the only limits are those of your imagination."

And let me add that, Urbania is in English for its aim is to create a citybuilders' micronation at an international scale; but soon, we may consider adding national sections (French, German ...) There may also be translation services!
