There are two places you can read City Journals. One of them it is the City Journals section of Simtropolis, you can go there just clicking on the "City Journals" button in the home page. The other part is the City Journals Forum, which is what simtropolitans call "the old section" but still very active. You can find it in the SimCity 4 Players Forum section.

A City Journal is, as the name already suggests, a journal about a city. It is a showcase of the city building skill of different members of Simtropolis and everyone can make one. And as TekindusT said, go and read away and you may get an idea of what "CJing" is all about
