Eternal commuters?

I just found out about the eternal commuter bug the other day when I was reading the CAM manual.  Ive done some searches on what this bug is but I am still unsure about the bugs effects and how to better control it.

Alot of the threads said that I should not build neighbor connections in the corners of my cities that would allow the commuters to loop around rather then finding jobs.  I know that if a neighbor connection is closer to a sims residence then a workplace, the sim will most likely cross the border to find a job.  My questions are: What if there are no jobs in the neighboring city?  Does the sims crossing of the border count as a job for the city you are in? 

What exactly happens when you open the neighboring city?  How are commuter jobs assinged?  I am guessing they are assinged like normal jobs in the current city but if there is a neighbor connection closer then these jobs, the sim might make another commute and will continue to commute as long as there are connections closer then jobs.

If this is correct, what are some ways that you could prevent this while still building a semi-realistic looking and functioning city?  For example how to assign certain nearby jobs to commuters and other certain jobs to your residents?
