Have you thought about using the SC4Tool to alter some of the low end commercial service buildings? I'm usually not one to alter somebody elses work but lately with all the downloads I've been doing I've been finding it a necessity to alter other peoples work to add more of this or subtract some of that using the sc4tool. Maybe this would be a good thing for you.

You wouldn't create your own buildings, but rather download the buildings you want, and then use the SC4Tool to alter their properties, I've been doing it to get rid of things like when the user thought it was a good idea to have a small commercial building put out 2500 tons of garbage or use 5000 units of water for one small building, so I don't suppose it would be a problem to alter the buildings you download to do what you want them to do.

As far as downloading the tool I don't know where it's at, try searching google for SC4Tool Download and that should find it for you.
