19th Century village

I'm thinking about starting a 19th Century village/town with dirt roads when starting a new city. How would I be able to do that without power...? Thank you.

Why you don't try to get a power plant that has the form of another building, maybe a windmill or a water mill.

Dirt Roads are on the STEX, same for some village look building, and if you want it to look a bit more realistic use agriculture as the main industry.
