Frequent crashes on dual core system (Windows 7)

On my old computer (which was also dual core), I had Linux as the OS and ran Simcity 4 through a windows emulator (Wine). Through Wine, I could specify Simcity to use only 1 core on my dual core system and the game stopped crashing. Now that I've gotten a new computer, I've encountered this same problem running the game in Windows 7. Is there a command in Windows 7 to specifically make Simcity 4 use only 1 core on my dual core system? Unfortunately, the emulator in Linux doesn't work for simcity 4 on this system..

When you Ctrl+Alt+Delete and it brings up the Task Manager, go to the Processes tab, right click SimCity 4, click Affinity and select one of the cores. Close Task Manager and you should be fine.

Unless you strain the graphics card. But again, you should be fine.
