The zones won't grow to next stage

Hi all I stopped playing SC4 for about an year and decided to play again. When I stopped playing, I kept all the plugins I have used before and they were in a set which worked perfectly. Now I ahve installed SC4 and Rush hour again and re-installed the plugins as they were before with few exceptions of latest NAM and couple of LBT civic packs (schools, hospitals, police and fire stations) but absolutely no additional modds or dependency packs. The problem is now the zones will not grow to next stage. I remember last time I played once I layout all the necessities, blocks of units and apartments would rise in no time, but now after about 10 yrs of fast forwarding, all I see is abandoned mansions and first stage houses and low density commerce buildings in mid and high density zones... Industrial zones are no better, they used to pop out fairly quickly and make up entire zones in about 4~5years before, now all I see is patches of large zones between few low density buildings. I amd very sure I was NOT using any radical ordinance modds or demand tweak modds before so I don't know what is wrong with the game. I tried re-installing the whole game again too. Please help Thanks in advance Ps. I am running Rush Hour on XP SP3.
