two question, one answer?

Hello everybody

I explain my situation. Due to lot of pluging, I've decided to create folders corresponding to different style of city. For example, I've made a folder who's name is American's ghetto with all building of this style (big tower of habitation). So, if I want in my city, a american's style ghetto, I put this folder in pluging. My problem is that when I play to the game, I don't see grow anything!! (no problem of dependencies)...I've thought at two explanations:

                                                

1) Maybe due to the growstage of those building too high. If it's that, I would like to know if it exists a modd or program which allows to put all the grow stage of building at one? And if it not exists, how  to change the grow stage of maxis'sbuilding (or other) . For example I would like to have big tower of habitation  since the beginning

2) I use the BlockAllMaxisBuilding of DuskTrooper, but as I love some maxis's building, I have save them as a new name. My question is: even if I have saved as a new name,  can they grow with this mod in same time? And if it's not the case, how to keep just the maxis's building interesting me with BlockAllMaxisBuilding mod in same time?

I don't know if I was clear. Already, in french it's very difficult for me to explain but it english that's worse.

Is it in C:\Doctuments and setting/simcity4/plugins?

For answer 1) Are you talking about the CAM? if so it can be found here sorry that i can't be helpful then that.

I have CAM, no in fact, the problem is I think that my big tower of habitation can't grow in my city since the beginning that's why I want to put all growstage of the buildings at one and so big building will grow since the beginning...
