You can install the NAM as Left-Hand Drive.

To search for the ideal city today is useless. For all cities are different. Each one has its own spirit, its own problems, and its own pattern of life. As long as the city lives, these aspects continue to change. Thus to look for the ideal city is not only a waste of time but may be seriously detrimental. In fact, the concept is obsolete; there is no such thing.

Yes, you have to re-install the NAM, this time checking the LHD box at the bottom.

Wow for the attention grabbing title!!!

And also like the NAM, you must install all other transit networks as LHD (SAM, RHW, RAM, STR, BTM, HSRP etc)

That is a problem. Are you sure you are using the proper starter pieces? If you don't, post the problem at SC4D, which is where most of the NAM team resides.
