I'm downloading CXL limited edition off of steam and I need to know if a Mobile Intel 4 series Exspress chipset family is better than an Intel Graphics Accelerator

It depends on which type it is, because within the series there are various type with different speeds etc.

How much memory do you have?

If the graphics card is integrated, it uses the main memory, which is also being used by the CPU..

Having less memory will slow down the PC, while the GPU might be good for the game...

Without being an expert on graphics cards, it's been my experience that Intel primarily designs on-board graphics cards that are made to handle the normal range of graphics needs (i.e. playing movies, internet based animations, etc). While they could play older video games fine, I would suspect your graphic card might some trouble playing Cities XL since it is a very graphically intensive game and most on-board graphics cards lack the memory or capacity to adequately render very modern games. Of course, your processor and RAM also fits into the equation as well, so there are many things to consider when trying to judge whether your computer can handle a particular game.
