Negative Demand

Hi, I have a city with 140k population with all types of Commercial and Manufacturing and High Tech Industry only. I was wondering why my CO$$$ demand is at maximum negative.

There are three cities connected to mine: a dirty industry city, a suburb and a farm town. They're all connected by rail and highway.

There are 42000 CO$$$ jobs in my city.

Demand for Res, I-M, I-HT, CS$, $$, $$$ and CO$$ are all high so why is only demand for CO$$$ at max negative?

Should I zone more Res to provide demand for CO$$$ jobs or is something else the problem?

Because you will have to fill some of that big R demand before the jobs will develope.. I'm assuming youi've already tried lowering the taxes for CO$$$ a bit (no need to move it way down, if it isn't developing at 1 or 2 % lower, it just isn't there)
