It is actually very easy if you use 90 or 45 degree spokes because you can maker short roads perpendicular to them then connect them with round roads.

Ocram's Razor: Though "more things shouldn't be used than are necessary," they're just too fun to pass up! Expect many verbose arguments from me. I will try to write abstracts before or short summaries after from now on.

Words to live by:
"Now there are varieties of gifts, but the same Spirit. But to each one is given the manifestation of the Spirit for the common good. For to one is given the word of wisdom through the Spirit, and to another the word of knowledge according to the same Spirit; to another faith by the same Spirit, and to another gifts of healing by the one Spirit... But one and the same Spirit works all these things, distributing to each one individually..." 1 Corinthians 4-11

"Do not worry about tomorrow; for tomorrow will care for itself. Each day has enough trouble of its own." Matthew 6:34
"Do not judge so that you will not be judged. For in the way you judge, you will be judged; and by your standard of measure, it will be measured to you." Matthew 7:1-3

1. just as ilikeseattle says above. make an eight-way intersection for the center of your circle(s) to start -- don't worry about the middle intersection, you can delete it later and make some monument in the middle, like the in pictures you provided.

2. then, where you want the first outer circle to start, create an small intersection. make short roads/aves run perpendicular into those roads you made in step 1. just make the roads go out, on both sides, a little bit - enough to make the crosswalks appear.

3. next, select your desired road or avenue, or even expressway, and also select the curved road feature. then connect each of those small step-2 roads to each other.

the results are pretty good looking "circles"

also, for another tip, you're going to need a way to measure the road lengths - otherwise you'll be making ovals or other weird shapes. since CXS doesn't have grids, you'll need to use another way to measure.

- you could draw a road and remember "how much" it costs, then when placing the other roads, just make the number/price the same as the first. this could possibly be tricky with unlevel terrain ~ i don't know though.

- you could measure by that auto-zoning/road-placer tool and count how many blocks it would take you.

- you could make a large outer square so each of those step-2 roads fall just within the boundaries of that large outer box.

- lastly, you could just eye-ball it.

good luck and post your results!

That's a nice city and I love the look of it. But if you look closely you will notice that the bend in the roads aren't always perfect and means each bend was done manually(the second pic gives a clearer view of this), so it wasn't just clicking on a circular road icon and plopping them, he had to plan out pretty much everything sort of like the above posts mention.
