SC4T - No "Import Image" Dialog

When I try to run SC4T on my Windows 7 64-bit, and try to import a region via the "Import Image" button, nothing happens.
I've read and followed the readme provided by the SC4T v1.1 download, and solved the missing MSVCP71.DLL problem which happened prior to this issue.

Here is what I found in my SC4Terraformer.exe.log after exiting the program:

I was trying to import the SimCity 2010 region.
Any help, requests or reminders would be helpful, thanks (apologies if this issue has been repeated )!

Edit: As an alternative, perhaps, a member could be willing to send me this region's city files, that'd be great
