Air Pollution Blot over...nothing!!?!?

This has been happening since 2003, but I am finally fed up.  Contained areas of moderate to heavy air pollution will appear on a map where there is no source of pollution.

- it is not downloaded lots with wacky pollution levels (I have fixed those)
- the pollution remains long after you demolish EVERYTHING underneath it
- I can turn the whole area into forest or park lots that supposedly have a positive impact on reducing air pollution and it still remains
 
The pollution is real because it affects neighbouring lots.
 
How the hell do you get rid of these falsely polluted areas?

Did  you think about car pollution. you probally did.

    The nearby roads have car pollution.  But I am talking about a 30 x 30 area with absolutely nothing in it (all demolished) and 50 sim years later it is still the centre of a focused source of air (and water) pollution.

    It's almost like there was something there at one time that even when replaced or demolished left the pollution generation behind forever.
     
    The air and water pollution maps look like there is a waste-to-energy plant or two running at full capacity centred there...but nothing exists.

    No radiation and nothing in the cities (this has happened more than once) that ever had radiation.

    this happens to me too, I had a half circle that was red, and the other half green, almost as if everything on one side of the zone of influence of some mystery building was good, the other half bad, but logically the center of the circle should have been the reddest (I'm talking about land value I guess, not pollution)
