Cities XL not loading fully..

I downloaded the demo and installed it on my Windows 7 RTM pc and then since my time was almost up for using it anyways i went back to Windows Vista Ultimate x64. I redownloaded it and when i launce CitiesXLdemo.exe it says loading ##% all the way up to 100% and then the it just does nothing. No error messages. Nothing. Even in task manager there is no trace of any application.

Ive already tried:

Safe Mode

Ending Background Apps

System Specs:

250GB HDD

DVD-RW and DVD-R drive

4GB DDR2 Memory

can anybody offer any help?
