Overhanging lot

I would like to convert a 15x12 Lot into a smaller one for example 4x4 so i can have roads and avenues going through the open space where the Lot is now. I have tried to modify the lot size with the SC4Tool, but the game crashes when I'm trying to plop my new lot. How can this be done without crashing the game?

Change the lot size using the Lot Editor (LE). Just save your changes to a file with a different name (save as) in case you don't like the result.

If the lot is TE'd (transit enabled) you'll need to remove the transits using the SC4 tool first then use the LE.
