education problems

hello everybody, i have this city of 20,000 people and have 1 elementary school and 1 large elementary school, both correctly funded; i also have a library, but by some strange reason my education in the city keeps in red (bad education), i was hoping it was better by now but it has stuck there. There is a strange little area of my city that has green colored education but its the only part of the city with green education.
Do you have any advices to help me improve education???

If you recently demolished any buildings, new buildings there will start out at the default EQ.

You should wait a few years; education levels rise very slowly. Also, when you have the funding and your city is big enough, you sould try putting in a high school, museum, and mabye a college, as all these will make your education levels rise and maintain as your sims age.

I think I might have a few ideas based on my playing experiences.  I have a few questions for you though so I can figure out if I can help.

 Is this city connected to any other residential areas?  has it sustained any recent population growth?  Sometimes the red education neighborhoods are those of "recent immigrants" who arrived with poor EQ and haven't had enough contact with your educational system to raise their EQ yet. 

Also, how many sim-years have you been running your city with this educational system in place?

    thanks for your help man.

     this city is connected to another city and each city has about 25,000 people, both cities have about 8,000 industrial and 5,000 commercial jobs; the city has been growing a lot recentlly and it has been running for about 4 or 5 simyears.

    I ran the city a little more to achieve around 30,000 residents and i,ve placed college, high school, large elementary school, library and museum services, and the graphs say that the manufacturing is willing to move into my city, this implies my education has risen?

    Well that might explain it:  1) lots of recent growth, and 2) only 4-5 years to educate the sims

    and check the age map to make sure your helping the right age group
