Neighbor connections

 i have a recurring problem, i have one city that is my main supplier of water and power, that sells to city #2. city #2 sells to city #3. when i am playing in city #2 i check the buying and selling section for some reason i always have to initiate the sale to city #3 everytime. any ideas why this happens?

you want to have a city directly neighbor those that it sells water or power to, otherwise your just going to cause yourself problems
