Traffic rather than just commutes

I think that certain buildings should have extra traffic besides daily commutes. Rewards, like stadiums, should cause quite a bit of traffic in surrounding areas. In real life, these buildings are just as bad as downtown. Other buildings that should include these properties would be:
High Schools (i live across the street from one, I would know)
Airports, the must obvious one. Airport traffic is hell in real life.

 Disable the mass transit funding and you'll get traffic. Unfortunately, as you know, cars dissapear really fast in Simcity 4 RH. This is the best I could come up with:

 

I forgot to tell that this is the main entrance to a city with middle region, and a population of 200,000.

Airport, +all mass transit funding was set to 0.
