It's still an interesting topic.
Toll booths actually toll all traffic going through, including pedestrians... and here is how to toll mass transit.


You can also line the toll booths up, Sims seem to tolerate up to about 7 booths quite well, with each additional booth there will be a small reduction in Sims bothering to go to work, beyond about 7 booths the reduction in commuters exceeds the increase in income from the Nth booth. 5 booths seem to be the best comprimise between making scads of cash and still having a functional city.

Ofcourse to make sims go through multiple booths there must be perfect funnelling!!! Any alternative route and most sims will take it!

Toll Booths are clearly broken (they should be treated as a tax basically, as well as the commute time penalty), I tend to only place 1 on each stretch of road and ensure Sims only have to go through at most 2 to get to work. I also provide mass transit alternatives - Busses don't count as sims on busses get tolled and take the congestion hit too!

It is however possible to add a bus lane at toll gate:


Sims aren't well known for being smart, if one should choose to walk to the bus stop at the bus lane they may walk through the toll booth. This tolls them (the one they walk through has higher traffic than the one only cars go through), it would appear it doesn't increase their commute time though, otherwise the pathfinder would send them down the street. (I've confirmed walker tolls not increasing commute time using the mass transit toll thing and adding/removing the toll booths while watching the commute time graph - no change)
