question about highways/aves/roads (and they way pathfinding works)

so, i tried asking in the live chat, didn't really seem to get a response. what im curious of (and i know i can use cloverleafs) is (using NAM/Rush Hour) pathfinding and the shortest commute, and least congestion which would be the best route to take:

Now, I typically have avenues all the way around the borders of my town, but I decided I would try highways (more volume, faster speed I would assume?) but didn't want to take up a decent chunk of every corner of the regions using cloverleafs hence I ended up at this question.

Any comments would be appreciated.

I don't think that it would make much of a difference when it comes to congestion and faster speed time. Though you could just monitor and track it for some time and see which one comes to be the best.
