Problem rendering new region

I posted this a few days ago but it got deleted or something without any explaination.

I am trying to use a 1025x1025 greyscale bitmap (tried both bmp and png formats) with a 16x16 config.bmp.  The config file seems to work as when I open the region it is devided into appropriatly sized cities.  When I select the greyscale image from the open dialog the dialog closes but nothing happens.  I have recently re-installed simcity but had no problems doing this before.

Simcity Rush Hour 1.1.638.0

I just had this problem. If when you save the greyscale you left click on the download link and open the page to the greyscale image, it will not work. Right click on the download link and "save target as" without opening the page. This the only way I could get it to work. I hope this helps.
