MIS and Freight

Alright, for some background, yes this is my first post. I have only been playing Sim City 4 for a little more than a week, but the moment I found the deluxe version in a discount shelf at a local game store, I began scrounging the internet for addons. NAM and RHW were the first two I installed--out of the box, it's obvious that the game needs improved transportation issues. The game is left-handed drive, and I've discovered RHW is left-handed enabled. This makes me happy (even though I didn't realize it when I first installed NAM. That must've been awkward for the Sims to discover turning lanes in the wrong spot.)

I've already googled this site and the internet in general, but couldn't find any assistance on this. The support documention is also without regards to this. I have been attempting to create a split in a 4 lane rural highway into a second highway, and I've been running multiple tests and builds. Checking the route query (or whatever that tool is called), I've discovered, however, that MIS lanes do not support freight traffic (not entirely sure if they even support mass transit). In order for me to get it to work, I have to use a 6 to 4 lane split--which was fine, because that was the expected traffic.

Now, something tells me this isn't right, especially if I want to make some nice offramps in the future. So the question is, is this normal, and if not, how do I go about fixing this?
