customer demand

I read some posts about this topic here on Simtropolis but stil im not satisfied about it. So my question is like this.Is there a relation bettwen the number of people transiting a type of road(to be read as street, road avenue, etc) and the customer demand? I read the cam manual and seen that avenue is suporting 10000 people, but i have some avenues with 20k people but stil low customer demand for comercial so im quiet intrigued about that. Is it influenced by all kind of trafic or just by the pedestrian one?

So any links, comments(very clear ones) are wellcome.
