Plug-in Missing Error

I have been building a large city for some time now. I have not added any new plug ins but today got an error that

Plugin 769570524 is missing. Any ideas?

That happens when you remove a file from the plugins folder.

Yes but how can I tell which file or plug in was deleted? Does that number 769570524 give any information?

There might be a brown box on the lot, or a building, or prop missing from a lot.

You need to convert 769570524 to hex - use the MS Calculator in Scientific mode - and then search your system for the IID obtained. In this case your 769570524 converts to 0x2DDEB6DC. Also check round your city for a brown box as suggested by tungston. Query the box and it should give you the name of the lot.
