Screen glitches when i scroll

Hey everyone, i got a little problem here...

when i scroll over my region my screen glitches... it also happens when im in a city. idk why it would be doing this seeing as i re-installed the game and have not downloaded any plugins or mods. it also does it when i go to the pre-made regions. if someone could help me and give some advice that would be awesome, and thanks in advance!

If you have updated the video driver, that might be the problem. Try setting the game graphics option to software rendering to see if that helps.

well im on my brothers computer, and i dont recall him updating his video driver, and i tried switching to software and putting all the graphics to low, but it does not help. im thinking maybe it has something to do with the cd rom drive... when i have SC4 in and i go to properties it says that its full (meaning no free space) so maybe it just needs a better one.

Actually, that is very normal for discs to say they don't have any space. Anyways, what type of graphics card do you have? It may not be supported by Simcity. Also, have you turned off any background programs like an antivirus? You may also want to increase your virtual memory right clicking on My Computer, pushing properties>advanced>performace settings>advanced>and then changing the minimum and maximum virtual memory to 4096. Just make sure you have enough hard drive space.

i use a NVIDIA GeForce 6150 LE video card.

i have tried setting my virtual memory to 4096, i have tried using software rendering, i have tried defragmenting my hard drive, i cant think of anything else that might help it run better. i downloaded the latest patch and everything. and i dont have anything else running while i play simcity, just my wireless internet

my specs are the following:

AMD Athlon 64 x2 dual core processor 3800+

500 gig hard drive (465 gigs free space left)

NVIDIA GeForce 6150 LE video card

1.62 GB RAM

:edit: i also updated my video driver to see if that would help, but it did not

Can you take a picture on how the screen tears? It would be very helpful. Also, what are the graphic setting in simcity? I know that setting the shadows to high makes simcity's scrolling very slow and skips frames. I correct it by setting it to low.
