RHW's are completely empty

Im not sure whether this is the right place to post this but cars will not use my RHWs even if it is the last road in the city. I have to use artificial traffic generators and they dont always look good, especially since they're 1x1 lots that cars just randomly pop up near and sometimes they look like parking lots for a split second (meaning cars pop up ON the lot for a split second and disappear) I need help because I want my RHW's to function properly.

try like rhw 4 and move it to one way road then see if it works

Philadelphia, it could be any number of things.  Judging by your description, I'd imagine you may have one of the Network-over-RHW puzzle pieces facing the wrong direction, effectively blocking traffic from using it. 

Also, make sure you have the Path Fix 03 file (recently attached on the main RHW threads both here and at SC4D).  It fixes a few path files that had been working incorrectly in the RHW 3.0 release.

If neither of those solves your problem, please post an image showing your RHW, so I can get a better look at what's going on.
