Agricultural demand problem

Okay... So I was working on my city, Jefferson (its got a city jounral=double incentive to help me)  I was working on a creek with plopped water and seasonal trees, along with pegasus's new pine mod.  I zoned some new agriculture, and noticed that after 2 years, nothing was happening.  I checked the demand graph, and agricultural demand was 5,000 below 0- in a city of about 3,500-4,000 that isn't that rich.

Does anybody know what the problem is? (I already tried demolishing the water and the trees, it didn't do anything)  If so, could someone tell me a solution or at least point me to a mod that could help?  It would be greatly appreciated.

What is the education level of your in city sims? Agriculture does not like educated residents.
