Recreation areas blank

my recreation areas... parks, gazebos, playgrounds, etc. are showing up blank when i place them for some reason. can someone tell me how to fix this?

This could be because you need to change the grapics setting in the options section of your SC4. I had this once but it can solved simply by changing the level of detail you want the game to show. Check in the options.
