My city won't grow, any advice for me?

Right now, I have a city of 450,000 people with a nice region around it. My goal is to get it to 500k and fill up the city tile. I have $2 million, great education, a nice highway system, and lots of demand for residential and commercial. I am working on the outskirts of my city right now, but even with my high demand, no one wants to come in because there are no jobs for them. I would create more industry, but the demand for it is really low. My other solution would be to create more commercial, but I can't create the traffic volume it needs to get any customers at all if residential doesn't come first. I am tired of this city and I want to work on the rest of the region, but I can't seem to think of a way to effectively fill up the big empty spot. In case you're wondering, I'm pretty sure I'm not even close to hitting my demand caps for industrial because when I query an industrial building, it says 3% for each type (I have the modd that tells you this). What can I do to get people, commerce, and industry to come to my city?

    they are not cheats, they enhance gaming and if u dont get CAM and the CAMeLots the game is a bit creappy

    i dont think cam is a cheat, but every1 ive asked has recommended that i dont use it, which is why i uninstalled it 25 mins after installing

    as for super demand, id call that a cheat for sure, because you're getting false demand

    you could try building the commercial zones and just letting them stew with Low customers, then once the commerce is there, build more residential which will hopefully provide the traffic flow you're after

    another idea, you could force your sims to travel into the potential commercial area by removing all other possible routes, this way the area will have a high traffic volume, but that'll come at the expense of your commute time graph

    dont forget some buildings provide jobs, such as schools, hospitals, police/fire stations, libraries, if you must then just dumb a load of them just so you can get some more residents, then build your commerce and remove any excess buildings from before

    im not certain any of this will work, but it cant hurt to try, just make sure that you save your city before doing so, so if you later decide you're not happy with it, you've not got to worry about the money spent or spend money bulldozing

    one last thing, try adjusting your ordinances, i always use clean air, commuter shuffle, tourism promotion, pro reading, junior sports

    Well if you're trying to build more housing but no one will come live, and you can't zone any commercial "IN" in your city, then try building the commercial outside your city, connecting the tiles with an avenue or highway. People will travel outside the tile for work, and the demand from your shops outside the tile will flow into the tile you're trying to fill up, causing more houses to pop up.

    If not my advice then there is other advice that Boycey08 gave that could help.

    yes, and plopping resi helps too, i have loads of residential plops atm for some extra help post a few pics of the region and the city

    i actually read somewhere that plopped residential is only good for visual purposes, cant remember where and i cannot confirm this for you sorry

    ditch the industrial, trust me, get CAM get loads of CAMeLotS and customs and everything
