Why can't I build an university?

Hi folks

I have a problem with building university in my city. I've met all the requirements, I have 500k (reqired - 15k) residential population, education rating ~170 (r - 85) and mayor rating ~80 (r - 42). And still I can't build an university? Why? What's wrong?

Do you have enough land to build your uni? The population looks large on a medium tile!

Alternatively, you can find the Unlock Rewards mod from the STEX...

School Grade is not the same as EQ, which is what you're referring to.

School Grade is shown by the apples in each school's query. An over-crowded school gets a lower school grade.

Make sure you have enough schools and fund them properly for each of them to show five red apples, and no grey apples.

Ok i have the same problem. All my schools have 5 full red apples (i had to delete all my overpopulated private schools to make that requirement), res population of 350k + and a good mayor rating.

I know i had the option of building the university earlier on in that particular city, but i was waiting for the right moment you see. How do i get it back? I need a advanced research center...

Maybe it has something to do with City Colleges?  Do you have one?  Maybe you need one or two in order to build a University.  Im not sure though.  I have a city with about 400K, all my schools have a 5 apple grade, but I also have two City Colleges.  They allowed me to build a University right away.  Im at a loss!
