High Demand, Empty Zones??

Why is it that every possible zone is in high demand, yet everytime i zone no new buildings show up. I have plenty of schools, hospitals, etc. but stuff just isnt being built. Anyone who's had this happen, pleaaaase give me some advice!

There are surtain things called demand cap busters, such as parks and plaza's, perhaps try placing these close to the zones you want to develop.

any civic structure(s) such as parks, libraries, police stations, etc., make the area of zoned land even more desirable for wealthier, and bigger businesses and residential areas.

Check that the arrows on the residential zones are actually facing a street/road/avenue. And if you haven't already; speed time up a bit.
