Graphical Weirdness

There are some strange bars in the largest cities only in my regional view. I have reentered the cities several times each but these bars are still there.  I havent changed the hardware, the only thing that is different is that I am using Vista.

Can anyone tell me, other than reloading XP, how to fix this?

what screen resolution do you play in? in anything larger than 1600x1200 it will cause these glitches. there is no fix for it, but it doest affect gameplay.

is this too large?  if it is I can lower the resolution

If you render the region at a resolution below 1600x1200 then you can go back to the higher resolution.
