Where are my dirty building/industry?

Hello guys, after i install the CAM (camelots) im having this problem where my dirty industry won't grow only medium and hi-tech building (most are hight -tech....the dirty ones seems dont want to grow..where are they..my industry looks dull wihtout this dirty ones..any suggestion why aren't they popping up.

You are taxing the industry too high and/or have a high education level.

the only education is one elemetary..and that's it. The taxes are low like i put it 5.0 and the high-tech industry is 15.0....but the high-tech industry still building even the taxes for them is set to high and the dirty is set to low.

Fire is low..police is low....water poluution is medium air pollution low ( if the dirty grow this will be high..thats what i want). So whats the problem.... most of the sim living in the city are low residential and some medium residential

Any idea whats going on

BY THE WAY this happen when i install the CAM (camelot)....high-tech always the one who build first then the medium.....then no dirty.
