RCI Demand Problem

Hi, recently, after having gotten bored with my old region, i decided to create a new one, so i created the landscape and everything.

Once i was ready to start my new city, i clicked on Mayor Mode. Usually, you'd notice that the RCI demands shoot up every time your begin a new city, but no, to me ALL RCI demands remained really small, small enough to not be able to grow ANYTHING at all on my city. I never had this happen to me before, ive tried several times to delete and create a new city but its always the same, can anyone help me out here?

My PC Specs:

Windows Vitsa Service Pack 1
2GB DDR2 RAM
DirectX 10
Intel Core 2 Duo 1.73GHz
Nvidia GeForce GO 7600 - 256MB

I'm using Sim City 4 - Deluxe Edition

    Well, ive always chosen the easy mode for my cities. As for the mods, its been a year now that ive had the superdemand mod installed, could it be that? If so, why is it acting up now?

    Ive never had an option to turn it on, ive just looked now and there's nothing, i guess maybe it was never on.

    Ive just tested something out, if i decide to create a new city in the previous region which already has some cities built, everything is ok, ive take some pictures of both situation (note: my SimCity is in Italian):

    New region with problem:

    Maybe we're talking about different mods, but this is what shows for me...

    Although, I did notice it did not have the same effect on the RCI bars as yours seems to. Possibly a different mod? Maybe the Radical Ordinance Mod?

    No i havent got the radical ordinance mod. So arent the very high demands normal? Without mods, what would be the average demand for RCI? Like the ones shown in your pic?

    I fail to see a problem here. In your new city, you have no connections to any surrounding cities. The demand graph in your second picture is perfectly normal. In the fourth picture, your demand graphs are skyrocketing due to you being connected to an adjacent city. If that adjacent city has a good population, your graphs will normally be like that.

    Is that what you're looking for? Or did I miss something?

    Thanks for your reply mate, i think i get it now, sorry if i proved a bit dumb, because it has been a long time since i started a new region so i couldnt remember the demands being so low. But is it normal that nothing apart from a few houses build because ive tried adding water and power but nothing.

    Did some testing of my own with and without the mod. In a new city, the RCI graph looks like yours in the first image. With the mod on, the industrial and commercial about doubled (like the image I posted). So, at least initially, the mod has a lower effect. However, later, as the city developed, the differences became greater, which makes sense. This was in a stand-alone city, so if other cities are in play, it could cause things to advance even quicker.

    Yes, demand is supposed to be low, so the number of houses that will build will initially be low.
