Problem with Colour Quality

I have an Nvidia 8500 video card, 2GB of memory, In general my PC is very fast and in The Sims 2 the graphics are great! Just in Simcity I have problems with colouring, Hence the water...

Any way to make it all fade ? It's all uneven and unrealistic..

I also had this problem. I solved it by setting graphics to Software mode. Also ensure color quality is set to 32-bit.
