I made a big agriculture area, but there's only one house built and the rest of the area is still yellow?  Do I need to divide it up by roads or why else would it not be developing, the demand for it is as high as it gets?

I think building roads to separate the huge land will allow it to grow. It may just be that your agricultural area is way too big for any farms to grow on it. Break up the land using streets, R or C zoning, etc... and it should work.

Are there enough houses? Is there any commercial or other levels of industrial? Any pollution? You could also try dividing the land up. Put some streets down.

Farms, like any other development must be connected to a road. Farms are a form of industry. Goods need to ship and Sims need to arrive at their days work.

The smallest Maxis farm is Pumpkin Acres and it will grow on a 4X4 lot. That is the minimum lot size requirement for farms. Although you should zone bigger.

You need to zone residential. There will be no demand for farms if there are no Sims. They need to be low wealth sims. Low wealth sims create demand for dirty industry, CS$, and Farms as well as a few other things.

I see this is your first post. I assume that you are very new to SimCity. So with that, this is what you should do to have some farms grow.

First zone some low density residential. Think small town or large village. Zone for a small commercial area, zone some dirty industrial areas, and then zone farms. Provide water to the village as industry and commercial needs it. You do not have to run water to farms. Make sure everything is connected with roads. You do not have to make neighbor connections yet. Eventually you will.

Education has a negative impact on farms. So do not build much more than a grade school if you want to create a large farming region. Low wealth sims do not require police or health. Build a fire station only when you if/need to put out a fire.

Build a power plant. Nothing will grow without power. Wind is all that is needed at the beginning. Make arrangements for garbage. Nothing likes to grow if there is too much uncollected stuff lying about.

Good Luck.

EDIT::::Here is a view of one of my cties.
