i cant get any of the 60 traffic signs that i downloaded to show up, can anyone help me figure this out

Did you really need to start a new thread?

Sounds like you downloaded a "prop" package - which would mean that the props are available to be placed on custom lots, etc. These may be a dependacy for some existing custom lots - in which case they will show up when the respective lot(s) shows up.

If you are interested in making custom lots - try looking for these under props in the Lot Editor.
