Changing Over Land Bridge Standards

I was recently trying to create a floodway... a highway that would sit on embankment a story or two above the ground. I thought it would be a good idea, because roads could travel under the retaining walls and I could connect areas of retaining walls by little bridges. I called it a floodway because during a fake game flood the little civilians could run up the embankment and take cover.
However the bridges didn't go as planned. They can't be built at a height of only about two stories, so I kept making the floodway higher and higher until it was nearly 20 stories tall. Yes. Annoying.
Is there any way to change the over land bridge standards for height.

on the floodway i created i used the elevated road pieces from the NAM to create causeways over the floodway, also as you can see in the pic, you can make raised intersections so that residents in danger have a evacuation route.

    Thanks triggs85! Looks like it will work well after all. Nice use of the NAM Elevated Roads.

    btw where did you get the dams and canals? Peg?
